City of San Joaquin - Manning Avenue Sewer Improvements

In conjunction with the proposed expansion of the City of San Joaquin Wastewater Treatment Plant, the City is currently performing upgrades to its existing wastewater conveyance facilities along Manning Avenue. Due to age and deteriorating condition, 2,600 feet of existing 16” vitrified clay pipe was replaced with 24” PVC pipe. In addition, the existing wastewater lift station located along the north side of Manning Avenue east of Sutter Avenue was remodeled. The lift station remodel included the installation of a new emergency generator, electrical facilities, concrete improvements, pressure piping, and replacement of the existing pumps. The remodeled lift station includes an aboveground packaged lift station with duplex 6” self-priming centrifugal pumps. The project was funded by a Community Development Block Grant from the Department of Housing and Urban Development. The estimated construction cost is $755,000. The project is on schedule. Yamabe and Horn Engineering developed the design, improvement plans, specifications, and estimate for the project, as well as performed staking and construction management during construction.

City of Kerman - Kearney Boulevard Median

The City of Kerman received American Recovery Reinvestment Act (ARRA) and Federal Regional Surface Transportation (RSTP) funds to reconstruct Kearney Boulevard from Del Norte Ave. to Madera Ave. New median islands and landscaping were constructed. ADA deficiencies and minor storm drainage issues were corrected. The total project cost was approximately $866,000.

Y&H surveyed and designed numerous apartment complexes throughout California during the 80’s and 90’s for AHDC. The client was refinancing the 15 year mortgages and needed ALTA Surveys. Due to the critical escrow closing date, the research, site visits and survey updates happened very quickly. We were able to meet the timeline and satisfy the title company and lender requirements. We are proud to have helped such a wonderful client.

Chevron Gas Station - Shields & Fowler
Y&H began working on this site in 2004 with the property owner and developer. Once the parcel map was recorded, we were asked to provide civil engineering for the improvement plans for the Chevron site. Plans were prepared and approved by the City of Fresno. We were fortunate to have been contracted to provide the construction staking to the contractor. During construction, any site issues were taken care of by walking to the project.

City of San Joaquin - 0.5 MGD Wastewater Treatment Plant Expansion

The City of San Joaquin is expanding the capacity of its Wastewater Treatment Plant (WWTP) from 0.25 mgd to 0.50 mgd to comply with new Waste Discharge Requirements from the State of California Regional Water Quality Control Board. Yamabe and Horn has been deeply involved in the project for many years through the initial project development, feasibility studies and funding application phases. In our role as Project Manager/City Engineer, our work has included the extremely close coordination with several subconsultants, including a hydrogeologist, environmental consultants, the Design Engineer, Construction Manager, as well as PG&E, adjacent landowners, and the James Irrigation District, from which additional land was acquired for evaporation pond construction.

Most challenging however, have been the funding administration efforts, as the project is funded by a USDA loan and grant, an EDA grant, an EPA grant and a State Water Resources Control Board grant. Additionally, the concurrent construction of the outfall sewer main to the plant was funded by a CDBG grant and there was much overlap between the two projects. With all agencies having their own particular requirements, the management of the initial permitting, final design, and bidding phases has been extremely complicated. However, the project was recently awarded to the low bid, which was more than $300,000 less than the Engineer’s Estimate, and construction is slated to run from Spring 2011 to Summer 2012.

City of Orange Cove - Traffic Signal at South Ave. and Anchor Ave.

This milestone project was constructed at the intersection of South Avenue and Anchor Avenue in Orange Cove. It is the first traffic signal system in the city. A traffic signal warrant study was performed back in 2007 and the project was funded through Caltrans Safe Route to School program. With the school children crossing this intersection during school time, the stop signs were not acceptable as the intersection control any longer. The queues of vehicles at all approaches were long and this situation could breed the impatience of drivers which could potentially lead to accidents. The design was done in-house. The winning bid was 27% lower than estimated cost. Construction took place in the spring with some hiccups along the way, but made it in time for opening day of the school in fall of 2009. The City Council were appreciative of work we performed to process the funding, design, biding and inspection of the project.
